Ports of entry are restricted to Digby, Yarmouth, and Halifax. Entry into Shelburne is currently not allowed, we are trying to get this reviewed. You can clear in any marina in the Halifax Regional municipality, but then you have to be in quarantine for 14 day. Days at sea getting here don't count. This is enforced by the Canadian Border Services Agency. They love to give people a hard time, don't upset them, it will ruin your day. The Shelburne Harbour Yacht Club is re-opening and you can get fuel, and today the bar is open, with restrictions for social distancing. Now , more than ever , we are dealing with the most serious public health crisis since the 1918 pandemic flu. Our health care system, overstressed at the best of times, has had to cope with this. As of today, we have about 120 cases and zero deaths. This is to be contrasted with New York City, which today has had 38000 cases and nearly 800 deaths. In our system, as a physician, unless you are a dermatologist or ophthalmologist, you will never be rich. If you are a pediatrician, rural generalist of psychiatrist, you could make more money driving a truck. The endless waits for investigations and specialist appointments, drive us to distraction. Americans experiencing this ( at least the ones with decent insurance) could well be thinking of another rebellion. But , there is a bright side to this. We have a functioning public health system that has identified cases, traced contacts, and limited the spread. If you end up in the ICU it won't cost you a cent.<br />
But there is a price. Currently all Nova Scotia borders are closed to all except essential services . You cannot come here by boat. Schools are closed. Most stores are closed. All provincial and municipal parks and beaches are closed. You cannot meet in groups bigger than 5, and even this is discouraged. You are encouraged not to leave your home except for groceries and medical appointments. We have no idea when this will be lifted, but I don't think it will be before July. You should review your plans.<br />
In other news nearer to home, in May 2019. a fire broke out in the kitchen of the Shelburne Harbour Yacht Club. The fire department extinguished it within 15 minutes, and there was no visible damage to the building. But, at the end of the day, there was half a million dollars worth of smoke damage. This was devastating to the club, but it was rectified by the beginning of this month, only to be closed due to the epidemic a week later. I will try and keep you informed<br />

There is a pumpout that works, water, electricity and internet for the overnight price of $45 + tax. A large grocery store and the liquor commission is a 10 minute walk to the north. You at almost immune to bad weather here. In the unlike event there is no berth, there is plenty of room to anchor just north of the marina. You could be troubled by the wakes of small power boats, the marina is better for this.The town has put out a floating dock just below the first bridge If you draw 6 feet or less , and its not dead low water on a big tide, you should be able to get there be keeping just to port of the middle of the channel going up. The little anchorage next to the causeway has been filling in a bit with sand. It is still usable, but to enter keep close to the causeway. If you do anchor here and want a decent meal, I recommend Captain Kats. Walk north on the causeway to the traffic lights ( it might be easier to take your dinghy to the mainland side) turn left and it is right there. this is a completely volunteer organisation, there are no staff and the building is unlocked. Overnight fee is now $35 ( cash only) per night, regardless of length. This gets you electricity, internet and showers. Tie up either side of the long floating dock. There is a visitors book and a box to put the money in.<br />
Lahave Yacht Club<br />
It is very economical to tie up here, $20 on one of the three floating docks, $15 on a mooring ball( they are white) regardless of length. The club is kept open at night if you need showers, etc. There is internet, and electricity (15amp only) on the two eastern floating docks. Very good, cheap restaurant and drinks. One of the few places to get fuel. If you draw more than 6 feet , low water is a bit thin for the fuel dock. It's a good place, and they accept all the usual credit cards.<br />
Lunenburg Yacht Club<br />
The fuel dock is on the landward side of the floating docks and you have to approach it from the north. I think they changed its layout and I wouldn't now have any difficulty getting my unhandy little tub alongside. Liscombe has been a good place to stop and wait for decent weather for more than half a century. However the marina aspect has been neglected by the present operators and the land-side operation has been poorly marketed. Liscombe is one of three provincially owned resorts that for the last few years have been managed by an American hotel management company. They haven't done this well and the resort is currently up for sale. Anyone's guess what will happen. When I visited last (2015) there was still fuel and Chester was still running the marina. This is a great loss, as the site is beautiful, you can ride out a hurricane here, and I have , and it would be a fine site for year round ecotourism. <b>Yarmouth</b><br />
The ferry is back, not without controversy, as it's a chartered US navy boat, province pays all the expenses, crew are all U.S. citizens, and Bay Ferries, given the contract to run it , is guaranteed its substantial management fee, no matter what. Many of the details secret and not divulged to the poor schmucks paying the bill, Anyway, it stays in Yarmouth overnight, outbound at 08h, inbound about 20h, local time ( Z+3), which is one hour ahead of Eastern time . If you are confused after a tiring overnight passage, it is 08h in Yarmouth when it is 07h in Boston. Keep clear of it, like all shoal draft boats it can't manoevre at slow speeds.<br />
<br />
<b>Northeast Point</b><br />
The little bay formed by the causeway is filling in some, need to be careful on the way in and stay close to the causeway<br />
<br />
<b>Lockeport</b><br />
You cannot get fuel in Lockeport , and I don't think this is going to change, Bruce, the owner is trying to sell his whole operation ( restaurant, marina, fishing boat and licence, etc). This means anywhere west of Mahone Bay, the only places for fuel are the Lahave River and Shelburne Yacht clubs, unless you choose to go to Digby, a long detour. Y,all need to carry a number of yellow cans, in case you have to jug it and lug it.<br />
<br />
<b>Lunenburg</b><br />
Lunenburg is trying to be a bit more boat friendly. There are now visitors moorings. They are (mostly ) white, with "boat locker" and the phone #( 902 640 3202) on them. You can also reserve an alongside berth, 902 229 2628. Be advised the alongside berths are quite noisy and the tour operators do not understand "no wake" There is a pretty good grocery store next to the Boat Locker. The Boat Locker is at 280 Montague Street (one up from the waterfront) and you can tie your dinghy in front of it. You can also buy my book there. The other place for dinghies is just west of the grey "Zwicker" building, and there are garbage containers at both places. This is a vast improvement on a few years ago<br />

Marble Mountain<br />
The spit on the west side of the entrance to Clarke Cove is now mostly under water, just covered by a few inches. Not shown well on any chart or my 2 plotters. Keep to starboard going in. The museum is closed.<br />
Dundee<br />
the marina is long gone and there is not enough depth to anchor in the cove. It might be possible to do this just inside Dunphee Head , as in my description in the second edition. Don't try this if you draw more than 6 feet<br />
<br />
Yankee Cove ( Whitehead Harbour)<br />
Both my plotters show this poorly, with only one sounding for the whole cove. I've been here quite a few time and there is plenty of water as long as you avoid the rock that is just about in the middle of the entrance. Keep to starboard going in. The old paper charts show this much better. Paul and Sharon got help, as I have in the past, from the fishermen at Marshall cove. The little canal just north of the wharf here, that goes through to Port Felix, is now the site of a small park.<br />

Sheet Harbour<br />
Good reports of the restaurant at the Henley House, which is next to the Irving station that you see from the water. YARMOUTH<br />
The Nova Star is now in its second year of operation. It seems to be more successful than its initial year, but its future is till controversial. It is inbound at 07-08 and outbound at 09-10h ADST ( 1 hour ahead of Boston) It is very large and the channel is very shallow. Keep clear of it.<br />
<br />
LOCKEPORT<br />
As I understand it, there is no fuel to be had in Lockeport. The owner, Bruce is having some difficulty with the town and/or Mr. Irving's empire. I'm not sure whether this situation is temporary or not.<br />
<br />
BRIDGEWATER<br />
<br />
There is now a marina at the top of the Lahave River, close to the town. I haven't been there yet. This would be a good spot to ride out foul weather, tropical storms, and the like.<br />
<br />
LUNENBURG<br />
The Bluenose has finally been renovated, 3 years late and tens of millions over budget, the result of micro-management by incompetent politicians and civil servants. If you want to now how not to manage a big project, this would be a good case to study.<br />
<br />

SOUTH SHORE MARINE<br />

PETPESWICK INLET<br />

I've still not managed to visit this place by boat, but I did visit the Yacht club, which is on the east side of the harbor, about 5 miles from the entrance. There is water and slips , but no fuel. It is very pretty<br />

JEDDORE<br />

The SeaRover Marina, at the head of the harbor, really never got off the ground. It is now virtually abandoned, with no equipment, slips, etc. , and empty buildings.<br />
<br />
TANGIER<br />

Much to my disappointment, Willy Krauch's Smokehouse has closed. Extensive renovations were needed and Max, Willy's son, did not think the poor business climate in the province could support it.<br />
<br />
SHEET HARBOUR<br />
The East River bridge is being rebuilt. The anchorage and wharf are completely obstructed by construction equipment. This is supposed to be all done by summer 2015, but these things often do not finish on time. There are still a couple of decent restaurants, but the " Tank" is closed. There is a pretty park at the head of the harbor on the site of the old paper mill. I am told that the inn puts out slips in the summer but I haven't seen them myself.<br />
<br />
THE INSIDE PASSAGE<br />
this is as pretty as ever, but there are virtually no facilities except at Liscombe Lodge, and this is up for sale by the government. I didn't see a single wharf fit to tie up to except at Hawbolt Cove. This is a place where old wooden long-liners seem to go to die, and there are half a dozen of them hauled up on the shore. The moorings at Liscombe Lodge have not been maintained and you should be prepared to anchor.<br />

For Yarmouth Harbour, this is a very large boat, 550 feet long, and I'm sure at low tide, there is less than 3 feet under its keel.<br />
It's inbound at about 7am, and outbound at 10 am. It has no room to manoeuvre, none, at all.<br />
If it's is in the narrow channel , from 1000 yards south of Bunker Island, to the ferry terminal, keep clear of it. DO NOT TRY TO SHARE THE CHANNEL WITH IT, WAIT UNTIL IT IS CLEAR. ABSOLUTELY, DO NOT TRY TO CROSS IN FRONT OF IT , this is dangerous. You may have , in the past noticed two lights on little wooden blockings. One was just as you enter the town moorings in the town of Mahone Bay, and the other was on Beacon Rock, just north of Indian Point. They are no more, being carried away in a big storm, and have been replaced by buoys.<br />

South Shore Marine, has long been the biggest marine services place in the Mahone Bay area. After a pretty fraught period when its future was clouded in uncertainty, its new owner ( the son of one of my sailing buddies ) is making a go of it and it is busier than ever. Even the galley restaurant, which I was always fond of, has been re-opened. I haven't tried the new incarnation yet, but it gets very good reviews on tripadvisor. Another marina opened a couple of years ago and seem also to stay afloat. It is East River Marine, in the northwest corner of the bay. It seemed a little exposed to strong NW winds, but it has a huge travel lift and can deal with big boats. It has long been the law that boats imported into the country have been subject to taxes. (15% on assessed value in this province).<br />

If a boat is kept in Nova Scotia for longer than this, it will be assessed for HST, a tax loathed by Canadians, and which currently stands at 15% of the value of the boat. If you wish to keep a boat over a winter here, you can avoid this, and extend your permit by getting a work order from a boatyard. Overwinter storage and painting the bottom will satisfy the Federal Government's leeches.</span></span><br />

<span style="font-family: Times, "Times New Roman", serif;">The revenue men have ignored this for decades. It may be that someone in the head office has woken from their slumbers and realised this legislation was actually on the books and could gather more shekels for their insatiable maw. They are planning to enforce this, and they consider things like bottom painting routine maintenance and not eligible for exemption. Safety issues WILL exempt you from the tax,( problems with the rigging, transmission or electrical problems, noise from the prop shaft, leaking, etc.) but don't try this for years in a row. It is almost impossible to get advance rulings from these creatures in writing, so you, ( and us) are at their mercy). You can appeal their decisions, but I can tell you from personal experience , the playing field is very much tipped in their favour. Some U.S. states ( Georgia for one) have similar legislation, though it is not often enforced.</span><br />

<span style="font-family: Times, "Times New Roman", serif;">The Cape Breton Boatyard in Baddeck, home to a dozen expensive American boats, some of which have been there for 20 years is incensed by this action. Some of the boats have decided to leave, and this will adversely affect employment in the yard, some of the few well paying non-government jobs in a depressed rural area .If you own Canadian property, the rate is reduced to 5%. This is likely to loose more revenue than it gains, but these guys are not known for clear thinking. </span><br />

At least it used to be there. On the chart it is supposedly 30 feet high and it used to have a little lump of red soil, looking like a small loaf of bread, with grass on the top. It has gone, presumably in one of our recent big storms and now looks like a drying reef. There is a north cardinal buoy "ME" 400 yards or so to the north. Middle Ground, to the west is now marked with a black and red isolated danger buoy "M". The town maintains a mooring field of 50 moorings. The majority of these are rented seasonally but there is usually availability for transient boats ( I'm tied up to one while writing this). The mooring field pretty well fills up the space you might have once used to anchor, and if you want to anchor , you will have to do so outside the moorings. Renting a mooring is much to be preferred as the holding ground is poor and the mud foul. The dinghy dock has been improved and it is no longer a hazard to get ashore, it is just east of the public wharf. The marina monitors channel 68 or call 902 624 0348. On entering, there used to be a light on a little cribwork structure. Thus disappeared in a recent tropical storm and has been replaced by a flashing red buoy.
